Plan the work and permit together
For a Raymore reroof, plan the removal and the permit path together. The city provides a roofing permit application, an online portal and local amendments that affect replacement.
- City resources
- Roofing application, online permit portal and adopted local amendments.
- Dated fee basis
- The November 1, 2025 adopted schedule is distinct from the older form label.

| Project question | Useful official answer |
|---|---|
| Where is the application? | Useful official answerThe city’s Building Permit and Development Applications page includes a dedicated Roofing Permit application and access to the online permit portal. |
| Who answers scope questions? | Useful official answerRaymore Building Inspections handles adopted-code and inspection questions for property within city limits. The current municipal source is linked below. |
| What is the roofing permit fee? | Useful official answerThe schedule adopted November 1, 2025 lists $45 for single- or two-family roofing permits. An older roofing form shows $30, so the adopted schedule is the relevant dated source rather than the obsolete form label. |
| Does a city mailing address settle jurisdiction? | Useful official answerNo. Postal addresses and municipal boundaries have different purposes. The property location determines which authority applies. |
Replacement and the limits of roof recovery
Raymore has separate residential and commercial amendments. The building and proposed work decide which code provisions apply.
Replacement down to the deck
The city’s adopted amendments require removal of roof covering layers to the deck for replacement, with named exceptions. An ordinary reroof should not begin from an assumption that another shingle layer can simply stay over the old covering.
Exceptions with conditions
Specific retained adhered ice membranes, independently supported systems and qualifying protective coatings have their own conditions. An exception does not establish that existing insulation is dry, that the deck is sound or that a particular roof is suitable.
Small repair does not mean automatic exemption
The codified residential amendment contains a conditional asphalt-shingle repair provision and a figure reference that does not match the caption on the following map. That unresolved reference is a reason to get the actual project interpretation from the city, rather than use an online percentage as automatic permission.
The ordinary-repair and permit provisions are separate questions. Replacing a roof, restoring a particular detail and applying a coating are different scopes. Keep the permit and replacement method attached to the actual work.
Use the city’s Building Inspections resources and permit application page for current forms, code links and the fee schedule.

Water protection remains part of the roof assembly
The local residential design entries affect the way work is detailed; they are not claims about the condition of any Raymore home.
| Local provision | Practical meaning |
|---|---|
| Ice-barrier design entry | Practical meaningThe residential design table marks ice-barrier underlayment Yes. Installation still follows the applicable assembly and product instructions. |
| Controlled runoff | Practical meaningThe residential amendment directs roof water at least 3 feet from foundations or into an approved system. The downspout discharge path is part of the roof-water plan. |
